Malta’s Economy Minister Silvio Schembri framed the move as a way to bring artificial intelligence out of the abstract and into daily life.

“We are turning an unfamiliar concept into practical assistance for our families, students, and workers,” Schembri said, according to Reuters.

That line gets at the political pitch behind the partnership. AI tools are already spreading through schools, workplaces, and public services, but many people are still being asked to figure them out by trial, error, and whatever advice happens to circulate online. Malta’s approach puts training before access to the premium product, which is a notably sensible order of operations.

What makes the Malta deal unusual

The agreement makes Malta the first country to launch a nationwide ChatGPT Plus access program directly connected to AI training.

Governments and companies have been investing more heavily in AI education and digital skills programs, but this partnership stands out because it combines a public learning effort with access to a commercial AI subscription.

OpenAI did not disclose the financial terms of the deal with Malta. That leaves one obvious question unanswered: who is paying what, and how much. For now, the confirmed details are the ones residents will care about most:

• The course will be free.
• Completing it will unlock one year of ChatGPT Plus.
• The rollout begins in May.
• Maltese residents and Maltese citizens abroad will be eligible.

The broader test is whether giving people structured training first makes AI tools more useful, less intimidating, and less confined to those already comfortable experimenting with them. Malta is now the first national case study.
