What are the new FIFA tie-breaker rules?
For the first time at a World Cup, FIFA is using head-to-head records before overall goal difference when teams finish level on points in the same group.
That rule has already mattered. Haiti, Turkiye, Tunisia, Jordan and Panama were eliminated because they could no longer catch the third-placed teams in their groups, having lost to those sides.
FIFA applies its group ranking criteria in this order:
Step one
- Most points gained in group matches.
- Better goal difference in matches between the tied teams.
- More goals scored in matches between the tied teams.
Step two
If teams still cannot be separated, FIFA then looks at:
- Better goal difference across all group matches.
- More goals scored across all group matches.
- Better team conduct score, based on yellow and red cards for players and team officials.
Step three
If the tie somehow survives all that, and congratulations to the spreadsheet for its moment, the teams are ranked using the most recent FIFA world rankings.
How are the best third-place teams decided?
The eight best third-place teams also move into the knockout bracket. FIFA ranks them using a separate set of criteria across all group matches:
- Most points.
- Best goal difference.
- Most goals scored.
- Best team conduct score, based on yellow and red cards.
- FIFA world ranking, if all else fails.
This is why third place is not automatically fatal in 2026. It is also why some teams can spend the final days of the group stage watching other matches with a level of interest usually reserved for tax audits.
Which teams have qualified for the round of 32?
Mexico, Group A
Cohosts Mexico were the first team to qualify for the knockouts. They sealed top spot in Group A with a 1-0 win over South Korea on Thursday, June 18. Mexico had opened their campaign with a 2-0 victory over South Africa in a chaotic tournament opener.
United States, Group D
The United States became the second team through after beating Australia 2-0 on Friday, June 19, a result that moved them to the top of Group D. The USA began with a 4-1 win over Paraguay.
Germany, Group E
Germany reached the last 32 with a 2-1 win over Ivory Coast on Saturday, June 20. It marked a cleaner start than their last two World Cups, when they failed to escape the group stage in both Russia 2018 and Qatar 2022. Germany opened this tournament by beating Curacao 7-1.
Argentina, Group J
Argentina booked their place with a 2-0 win over Austria on Monday, June 22. Lionel Messi scored both goals, becoming the World Cup’s all-time leading scorer with 18. He had already scored his first tournament hat-trick in Argentina’s 3-0 opening win over Algeria. The defending champions are guaranteed to finish first in Group J.
France, Group I
France qualified later on Monday with a 3-0 win over Iraq. Kylian Mbappe scored twice, just as he had in France’s 3-1 opening win over Senegal. The 2018 champions entered the tournament among the favourites and, inconveniently for everyone else, have looked like it.
Norway, Group I
Norway also advanced from Group I after beating Senegal 3-2 in their second match. Back at the World Cup after 28 years, Norway had started strongly with a 4-1 win over Iraq.
Colombia, Group K
Colombia joined the knockout field on Tuesday, June 23, after a 1-0 victory over DR Congo. The South American side also beat Uzbekistan 3-1 in their opening match.
Switzerland, Group B
Switzerland finished unbeaten at the top of Group B with seven points. Their place was confirmed with a 2-1 win over cohost Canada on Wednesday, June 24, in Vancouver.
Bosnia and Herzegovina, Group B
Bosnia and Herzegovina secured a place in the last 32 after a 3-1 win over Qatar. Sergej Barbarez’s side finished third in Group B behind Switzerland and Canada, then were confirmed as one of the best third-place qualifiers shortly after Wednesday’s final group match against the 2022 World Cup hosts.
Brazil, Group C
Brazil advanced in convincing style on Wednesday, June 24, with Vinicius Junior scoring twice in a 3-0 win over Scotland. The five-time champions topped Group C with seven points and a plus-six goal difference, moving into the round of 32 alongside Morocco.
South Africa, Group A
South Africa reached the knockouts after an unexpected 1-0 win over South Korea on Wednesday, June 24. It is the first time Bafana Bafana have made the knockout rounds at a World Cup.
Which teams have been eliminated?
Haiti, Group C
Haiti were the first team eliminated after losing 3-0 to Brazil on Friday, June 19. Playing at their first World Cup since 1974, they had also lost 1-0 to Scotland in their opener.
Turkiye, Group D
Turkiye followed soon after, exiting with a 1-0 defeat to 10-man Paraguay later on Friday. Their tournament had begun with a 2-0 loss to Australia. This was Turkiye’s first World Cup appearance in 24 years.
Tunisia, Group F
Tunisia were eliminated after a 4-0 defeat to Japan on Saturday, June 20. That followed a heavy 5-1 loss to Sweden in their opening match. Tunisia became the first African team to win a World Cup match when they beat Mexico in 1978, but they have still never advanced beyond the group stage.
Jordan, Group J
Jordan, one of four debutants at the tournament, were knocked out on Monday, June 22, after losing 2-1 to Algeria. They had opened with a 3-1 defeat to Austria.
Panama, Group L
Panama exited on Tuesday, June 23, after their second group-stage defeat, a 1-0 loss to Croatia. They had also lost 1-0 to Ghana in their opening match.
Qatar, Group B
Qatar were eliminated in their final group match on Wednesday, June 24. The 2022 hosts lost 3-1 to Bosnia and Herzegovina at Lumen Field in Seattle and finished bottom of Group B with one point.
Czechia, Group A
Czechia’s last chance of reaching the round of 32 ended with a 3-1 defeat to cohost Mexico on Wednesday, June 24. Ranked 40th in the world, Czechia had been expected to challenge for a place deeper in the tournament, but finished last in Group A with one point from three matches.
